ANOVA - Main effects and interactions

I have a question about ANOVA main effects and interactions.

If my main effects are not significant, can I go ahead and make any sense out of the interactions?

For example, neither main effect A, main effect B, or main effect C are significant, but Interaction AxB is, is it ok for me to interpret it?

I have a vague memory of an instructor telling me that I could not, but have not been able to find any info on that recently. Just have forgotten what the rule is.
