Fisher test for proportions? different sample size

I am wondering what the correct statistical test is for this data. The sample sizes of the groups are very different. Is a Fisher exact test correct?

Thanks for your reply, the data were collected by survey. The column "all participants" is all respondents in an area, while "subset" refers to a smaller section of the respondents.
