Interpreting intraclass correlation

For my research I am analysing concordance between child self-reported QOL and a parent-proxy measure of QOL (PedsQL). I will be looking at both sub-scale scores and total scores. The data is non-normally distributed and we have a small sample (n=30) so I plan to analyse the matched pairs by intraclass correlations (ICCs), Pearsons correlation and Wilcoxon median testing.

I would first like to check that the tests I plan to run are correct? I am also not sure on the intraclass correlation. I was planning to use two way-mixed looking at absolute agreement. But I am not sure whether I should be interpreting the single measures or average measures on my SPSS output?
