Add tags to post after submitting

Maybe I'm doing it wrong but once I submit a post I can't seem to go in, edit, and add tags later.

1. If I'm wrong tell me I'm wrong and how to fix.
2. If I'm correct is there a way to make post tag adding available?

Below the quick reply box there should be a "Tags for this Thread" box. On the right side of that you should see "Add / Edit Tags" which allows you to add or edit the tags.
