Central Limit Theorem -- How to solve given % of distribution

Here is one of several problems that I can't figure out...

The public school system in a certain county has a special, free remedial reading program for it's 4th grade students who score in the lowest 4.75% of reading ability at that grade level. Let "R" represent a 4th grade student's reading score. R ~ N(500,900)
What is the maximum reading score a student can have and still qualify for this free remedial program?

I've tried using z=x-m/s and other formulas but I'm getting even more lost...

I'd suggest you to graph R's distribution or maybe simulate it. Calculate the quartiles and deciles of that distribution, maybe that would help
