How to calculate effective size

The data provided is continuous and it shows changes from the baseline. I am not sure how to calculate it's effective size.

Is this an assignment, if so my recommendations would be different than if an actual pursuit.

Well to start with you need to find the difference in this two mean differences and then convert that into a Cohen's d effect size, which usually consists of dividing the mean by the standard deviation (pooled perhaps).
