Standard Error for Percent Change

Would greatly appreciate some assistance calculating the standard error for a percent change, so that I can construct 95% confidence intervals and compare two regions to see if their percent changes are significantly different or not.

For instance:
Region A, Year 1: 517 out of 17908 got sick (rate = 28.9 per 1000)
Region A, Year 2: 570 out of 18288 got sick (rate = 31.2 per 1000)
% change from Year 1 to 2 for Region A: 8.0%

Region B, Year 1: 411 out of 12654 got sick (rate = 32.5 per 1000)
Region B, Year 2: 442 out of 12945 got sick (rate = 34.1 per 1000)
% change from Year 1 to 2 for Region B: 5.1%

Is 8.0% significantly different than 5.1%?
